Outlets in Los Angeles: The 2026 Guide
Last verified: October 30, 2026. Every item below was checked against the numbered source on that date, unless the source shows another date. Stores, hours and fares change: check the official website before you go.
1. Overview
| Outlet | Location | Getting there without a car | Tax |
|---|---|---|---|
| Citadel Outlets | Commerce, southeast of downtown LA [2][4] | Free shuttle from downtown LA [4][7] | 11.25% [12][28] |
| Desert Hills Premium Outlets | Cabazon, Palm Springs area [1][25] | Banning Connect local bus, route 1, or Amtrak to Palm Springs plus a taxi or Uber [9][10][27] | 7.75% [12][28] |
- Citadel belongs to Craig Realty Group, which lists the center in its portfolio [2][3]. It is open every day, 10:00 to 21:00 [5].
- Desert Hills belongs to Simon, which owns 100% of the property, according to the annual report (10-K) filed with the SEC on 25/02/2026 [1]. It is open Monday to Saturday, 10:00 to 21:00, and Sunday, 10:00 to 20:00 [25][26].
- Holiday hours are in section 2.3.
2. The outlets
2.1 Citadel Outlets (Commerce)
- Owner: Craig Realty Group, a company based in Newport Beach (California) that says it owns and operates 12 centers in seven states; Citadel is one of them [2][3]. Craig is a private company, so there is no SEC filing to confirm its stake.
- Address: 100 Citadel Drive, Los Angeles, CA 90040. Phone (323) 888-1724 [4]. The mailing address says "Los Angeles", but the center is in the city of Commerce, and the Commerce tax rate is the one that applies (section 4) [2][28].
- Size: more than 130 stores, according to the outlet [6]; Craig cites 145+ stores and 431,064 square feet of leasable area [2].
- Regular hours: every day, 10:00–21:00 [5]. For holidays, see section 2.3.
- Lockers: not stated by the outlet as a standalone service. The outlet only stores luggage as part of a paid package for travelers catching an evening flight at LAX (hotel transfer, lounge and airport transfer); we don't publish the price [4].
- Parking: free, in two parking structures and in auxiliary lots [4].
- Uber and Lyft: there are 4 pick-up/drop-off points: the Telegraph, Hoefner and Smithway entrances, and the DoubleTree hotel [4].
- On site: a DoubleTree hotel inside the complex and a California Welcome Center at the Customer Service desk [6].
- Stores (sample from Craig Realty, checked on 30/10/2026): Adidas, Armani, Boss, Calvin Klein, Coach, Diesel, Levi's, Michael Kors, Nike, The North Face, Tommy Hilfiger and Tory Burch [2].
- Tax: 11.25% [12][28].
2.2 Desert Hills Premium Outlets (Cabazon)
- Owner: Simon, with 100% of the property since 2004 [1].
- Address: 48400 Seminole Dr, Cabazon, CA 92230. Phone (951) 849-6641 [25].
- Regular hours: Monday to Saturday, 10:00–21:00; Sunday, 10:00–20:00 [25][26]. For holidays, see section 2.3.
- Lockers: we found no luggage storage on the outlet's official "Travel Here" page [27].
- Getting there: see section 2.4.
- Stores (sample from the 10-K, as of 31/12/2025): Alexander McQueen, Armani Outlet, Balenciaga, Bottega Veneta, Brunello Cucinelli, Burberry, Coach, Fendi, Ferragamo, Gucci, Jimmy Choo, Loro Piana, Marc Jacobs, Moncler, Nike, Polo Ralph Lauren, Prada, Saint Laurent, Stuart Weitzman, Tory Burch, Valentino and Zegna [1].
- Watch the name: Craig Realty Group (Citadel's owner) lists a different center called Cabazon Outlets in its portfolio [3]. It is not Desert Hills.
- Tax: 7.75% [12][28].
2.3 Holidays and special dates
Desert Hills (2026 holidays) [26]:
Date Hours Thu, November 26 (Thanksgiving) closed Fri, November 27 (Black Friday) 06:00–21:00 Thu, December 24 10:00–18:00 Fri, December 25 (Christmas) closed Thu, December 31 10:00–18:00 ⚠️ Unverified / check before you go: the Desert Hills hours page does not show the hours for January 1, 2027 (New Year's Day). Check premiumoutlets.com or call (951) 849-6641 closer to the date.
Citadel: we could not confirm special hours for Thanksgiving (November 26), Black Friday (November 27), December 24, Christmas (December 25) and December 31, 2026 [5]. ⚠️ Unverified / check before you go: don't count on Citadel being open, or on extended hours, on those days without checking first on the official website (citadeloutlets.com) or by phone at (323) 888-1724.
2.4 Shuttle, bus and train to the outlets
- Citadel — Citadel Outlets Express-Downtown: according to the outlet, it is a free round-trip shuttle from several locations in downtown Los Angeles. Phone 323-887-4419. Holiday hours may change [4]. ⚠️ Unverified / check before you go: we could not read the list of shuttle stops and times, nor confirm how the shuttle relates to route 600, which appears on the City of Commerce Transit real-time panel [7]. Check citadeloutlets.com or call 323-887-4419 or (323) 888-1724 before you go.
- Desert Hills — outlet shuttle: we found no shuttle run by the outlet itself on the official "Travel Here" page [27].
- Desert Hills — Amtrak: the outlet's page points to Amtrak trains to Palm Springs station (PSN) and, from there, about 20 minutes by taxi or Uber, according to the outlet itself [27].
- Desert Hills — third-party tour: the outlet's page lists Anaheim Tour Co., an outside company, with tours from Anaheim on Wednesdays and Saturdays. It is not an outlet service; we don't endorse the company or publish prices [27].
- Desert Hills — Banning Connect, route 1 ("Cabazon Route"): a local bus run by the city of Banning, with an "Outlet Mall – Millard" stop [10].
- Hours: Monday to Friday, westbound 5:11 to 22:00 and eastbound 6:15 to 18:00; Saturday and Sunday, 8:00 to 16:50, with a lunch break from 12:30 to 13:30 [9].
- No service on Thanksgiving (26/11/2026) or Christmas (25/12/2026). On the Friday after Thanksgiving (27/11/2026), December 24 and December 31, route 1 runs reduced hours, 8:00 to 17:56 [9].
- Fare: US$ 1.25 per ride; 1-day pass, US$ 3.25 [10]. You can buy them in the Token Transit app [10]. ⚠️ Unverified / check before you go: route 1 is a local bus for Banning and Cabazon. We found no official source for a public transit connection from Los Angeles to Cabazon.
3. Getting around Los Angeles: Metro fares
Useful for reaching Citadel's shuttle stops in downtown LA [8]:
- Fare: US$ 1.75 per ride.
- Daily cap: when you tap to pay, you never pay more than US$ 5 a day. Weekly cap: US$ 18 over 7 days.
- Transfers: free within 2 hours when you tap to pay; round trips don't count.
- Children under 6 ride free with a fare-paying adult.
- How to pay: contactless credit or debit card (including on your phone), TAP card or TAP app. Cash on buses only, exact fare, and then the fare cap doesn't apply.
4. Sales tax on purchases (California)
- There is no VAT. The tax is sales tax, added to the price tag at the register [11].
- Statewide base rate: 7.25%. Cities and counties can add district taxes, so the final rate depends on the location [11][14].
- Citadel: 11.25%. The CDTFA address lookup places 100 Citadel Dr in the city of Commerce, Los Angeles County, at 11.250% [28]. The rate has applied since October 1, 2026 [12][13].
- Desert Hills: 7.75%. The same lookup places 48400 Seminole Dr in unincorporated Riverside County, at 7.750% [28][12].
- Tourist refunds: we found no sales tax refund program for visitors on the official CDTFA pages we checked [11][14]. ⚠️ Unverified / check before you go: the CDTFA doesn't say so outright. Assume the tax you pay at the register is not refunded.
5. News and updates
- 26/11 to 31/12/2026: special Thanksgiving, Black Friday and year-end hours at Desert Hills (section 2.3) [26].
- October 1, 2026: sales tax in the city of Commerce, where Citadel is located, went up from 10.50% to 11.25%. The change came from two measures approved in the June 2, 2026 election: the city's Measure PC, and Measure ER, which created a 0.5% tax across Los Angeles County [13].
- September 2026: Banning Connect published the current route 1 map and fares, which this guide uses [10].
6. Taking it home (Brazil's Receita Federal allowance)
This section applies only to travelers who live in Brazil. If you live in another country, check your own country's customs rules before you travel. Duty-free allowance: arriving in Brazil by air or sea, each traveler has an allowance of US$ 1,000 in goods, granted once every 30 days. The allowance is individual and non-transferable: you can't combine it with family members' allowances. Duty-free purchases made when leaving Brazil or abroad may count toward this allowance [15]. Duty-free on arrival: there is an additional allowance of US$ 1,000 for purchases at the duty-free shop of the first airport of arrival in Brazil [15]. Over the allowance? Anything above it pays 50% import duty. Declare it through e-DBV and go through the "Bens a Declarar" (goods to declare) channel. Anyone who goes through "Nada a Declarar" (nothing to declare) with goods that should have been declared is fined 50% of the amount over the allowance [16]. Quantity limits: for goods over US$ 10, the limit is up to 20 units, with no more than 03 identical items; for goods under US$ 10, up to 20 units, with no more than 10 identical items [15]. For information only; it does not replace the Receita Federal's Guia do Viajante. Check the current rules before you travel.
7. Paying: IOF and exchange rates (cards issued in Brazil)
- This section applies only to travelers who live in Brazil and use cards issued in Brazil. If you live in another country, check your own bank's fees and rules.
- IOF of 3.5% on purchases abroad with an international credit, debit or prepaid card. The rule is art. 15-B, item VII, of Decreto 6.306/2007, as worded by Decreto 12.499/2025 [17][18].
- Legal status: in the consolidated text, this item carries the notes "Vide Decreto Legislativo nº 176, de 2025" and "Vide ADC nº 96" [18]. The STF (Brazil's Supreme Court) reinstated Decreto 12.499 in a preliminary ruling on 16/07/2025 [19]. ⚠️ Unverified / check before you go: the rates may change by decree or by an STF decision. Check before your trip.
- Statement exchange rate: the conversion into reais must use the rate of the purchase date. The bank may only use the rate of the payment date if you expressly agree to it [20]. For each purchase, the statement must show the amount in foreign currency, the amount in U.S. dollars, the conversion rate and the amount in reais [21].
8. Official rewards programs
- Simon+ (Desert Hills only; Citadel is not a Simon center): Simon's free loyalty program, which replaced the VIP Shopper Club [22]. We don't publish coupons or member discounts.
- If you live outside the U.S.: according to Simon's help center, residents of some countries can sign up as a Limited Access Member, with exclusive offers but no points and no cash back. Simon does not publish the list of countries [23][24]. ⚠️ Unverified / check before you go: there is no confirmation that residents of Brazil can sign up. Try signing up before your trip.
