Outlets near New York City: The 2026 Guide

Last verified: October 30, 2026. Every item below was checked against the numbered source on that date, unless the source shows another date. Stores, hours and fares change: check the official website before you go.

2.1 Woodbury Common Premium Outlets

• Owner: Simon, which has owned 100% of the property since 2004, according to the annual report (10-K) the company filed with the SEC on 25/02/2026 ^[1].
• Address: 498 Red Apple Ct, Central Valley, NY 10917. Phone (845) 928-4000 ^[37].
• Hours: every day, Monday to Sunday, 10:00–21:00 (checked on 30/10/2026) ^[37].
• 2026 holidays: the hours page doesn't show any special hours yet; Thanksgiving and Black Friday 2026 hours have not been announced (30/10/2026) ^[37]. According to Coach USA, the outlet is closed on Thanksgiving and Christmas ^[3]. Check the official website closer to the date.
• Getting there from Manhattan:
  • Bus: the outlet's "Travel Here" page confirms daily bus service from the Port Authority Bus Terminal ^[38].
  • Coach USA/Short Line package: the "Day Trip" leaves from the Port Authority Bus Terminal every day except December 25. No reservation needed. Round trip: US$ 42 (adult) and US$ 21 (child aged 5 to 11) ^[4].
  • Tickets bought online are non-refundable but can be rescheduled, and must be used within 30 days ^[4].
  • Check departure times with Coach USA before you go; we don't publish them because we didn't read them on an up-to-date official page.
  • By car: via the New York State Thruway, exit 16 (Harriman) ^[38].
• Services: the outlet has lockers, according to its own "Travel Here" page ^[38]. According to Coach USA, there are also stroller rentals, wheelchairs, currency exchange and ATMs ^[3]. ⚠️ Unverified / check before you go: apart from the lockers, the other services come from the bus company, not from the outlet. Check on Simon's website.
• Tax: 8⅛% on most purchases. Clothing and footwear under US$ 110 per item pay 4⅛% ^[15][16]. See section 3.

2.2 The Mills at Jersey Gardens

• Owner: Simon, with 100% of the property, according to the 2026 10-K ^[1]. Simon bought the mall in January 2015 and gave it its current name ^[2].
• Address: 651 Kapkowski Rd, Elizabeth, NJ 07201. Phone (908) 354-5900 ^[36].
• Hours: Monday to Saturday, 10:00–21:00; Sunday, 11:00–19:00 (checked on 30/10/2026) ^[36].
• Holidays in 2026 and early 2027 ^[36]:
  • November 26 (Thanksgiving): closed;
  • November 27 (Black Friday): 06:00–21:00;
  • December 6 and 13 (Sundays): 11:00–20:00;
  • December 14 to 18: 09:00–21:00;
  • December 19 to 23: 09:00–22:00;
  • December 24: 08:00–18:00;
  • December 25 (Christmas): closed;
  • December 31: 10:00–19:00;
  • January 1, 2027: 10:00–21:00.
• Getting there from Manhattan:
  • NJ Transit bus 111: leaves from the Port Authority Bus Terminal, goes through Union City and stops at the Jersey Gardens main entrance before continuing to IKEA. It runs on weekdays, Saturdays and Sundays ^[5].
  • Travel time: according to the timetable, 36 to 47 minutes to Jersey Gardens on the early weekday trips (e.g. departing 08:15, arriving 09:02) ^[5].
  • Boarding: at the Port Authority, buy your ticket before boarding, because drivers don't sell tickets there. The gate is 223 from 06:00 to 22:00 and 317 from 22:01 to 01:00 ^[5].
  • Coming back: the stop is on the lower level, near Burlington ^[5].
  • Fare: according to the NJ Transit trip planner, route 111 runs direct from the Port Authority to the "Jersey Gardens - Main Entrance" stop, a 5-zone trip of 36 to 47 minutes. One way: US$ 8.45 (adult) and US$ 3.85 (reduced fare: children aged 5 to 11 or seniors 62 and older) (checked on 30/10/2026) ^[5][39].
  • Ticket: because the trip crosses the state line, the ticket must be "interstate" and match the number of zones traveled. You can buy it in the NJ Transit app or at the machines and ticket windows in the terminal ^[40].
• Tax: in New Jersey, clothing and footwear are exempt; everything else pays 6.625%. Certified stores in Elizabeth's special zone may charge 3.3125% ^{[20][21][22][23]}. See section 3.

2.3 Tanger Deer Park

• Address: 152 The Arches Circle, Deer Park, NY 11729. Phone (631) 667-0600 ^[6].
• Hours: Monday to Thursday, 10:00–20:00; Friday and Saturday, 10:00–21:00; Sunday, 10:00–19:00 (checked on 30/10/2026) ^[6].
• 2026 holidays: Tanger hasn't announced its Thanksgiving and Black Friday 2026 hours yet (checked on 30/10/2026) ^[6]. Check tanger.com/deerpark closer to the date.
• Getting there from Manhattan:
  • Train and shuttle: take the Long Island Rail Road (LIRR) to Deer Park station, on the Ronkonkoma Branch. From there, a free shuttle takes you to the outlet ^[7].
  • Shuttle hours: Friday to Sunday only, during center hours. The last pickup at the outlet is at closing time. At the outlet, it stops at entrances 3 and 6. Hours may change on holidays ^[7].
  • LIRR fare: Deer Park is in zone 9. From Penn Station or Grand Central (zone 1), a one-way ticket costs US$ 18.25 at peak and US$ 13.50 off-peak (fare table effective January 4, 2026) ^[10].
  • Peak = weekday trains arriving in New York between 6 a.m. and 10 a.m. or leaving between 4 p.m. and 8 p.m. ^[11].
  • Ticket: buy it in the TrainTime app or at the station machine. On board, there is a surcharge of US$ 7.75 to US$ 8.50 ^[11].
• Services: stroller rentals and free wheelchairs, requested from security ^[7]. The page doesn't mention lockers ^[7].
• Brands (sample as of 30/10/2026): Brooks Brothers Factory Store, Coach, Columbia Factory Store, Crocs, J.Crew The Men's Shop and J.Crew | Crewcuts Factory ^[6].
• Tax: 8¾%. Clothing and footwear under US$ 110 per item pay 4¾% ^[15][16][18].

2.4 Tanger Riverhead

• Address: 200 Tanger Mall Drive, Riverhead, NY 11901. Phone (631) 369-2732 ^[8].
• Hours: Monday to Saturday, 10:00–20:00; Sunday, 10:00–19:00 (checked on 30/10/2026) ^[8].
• 2026 holidays: Tanger hasn't announced its Thanksgiving and Black Friday 2026 hours yet (checked on 30/10/2026) ^[8]. Check tanger.com/riverhead closer to the date.
• Getting there from Manhattan:
  • Train: the LIRR goes to Riverhead station, in zone 14. From zone 1, a one-way ticket costs US$ 33.00 at peak and US$ 24.50 off-peak ^[10].
  • Ticket: Riverhead station has no ticket machine ^[10]. Buy in the TrainTime app. If you board at a station without a machine and buy on board, you don't pay the surcharge ^[11].
  • Suffolk County Transit bus 80: runs a loop from the Riverhead LIRR station that stops at Tanger. It runs every 60 minutes, every day, and costs US$ 2.25 (schedule of 14/09/2025) ^[12].
  • Tanger's website only gives driving directions ^[9]. ⚠️ Unverified / check before you go: we didn't check how many trains a day go to Riverhead. Plan your trip in the TrainTime app before you leave.
• Services: stroller rentals ^[9]. The page doesn't mention lockers ^[9].
• Brands (sample as of 30/10/2026): Brooks Brothers Factory Store, Coach, Columbia Factory Store, Crocs, H&M and J.Crew | Crewcuts Factory ^[8].
• Tax: 8¾%. Clothing and footwear under US$ 110 per item pay 4¾% ^[15][16][18].

2.5 Note: Century 21 (Manhattan)

• It isn't an outlet: it's an off-price department store ^[13].
• It reopened in 2023 and has a single store in New York: 22 Cortlandt Street, in the Financial District, across from the World Trade Center ^[13].
• Hours: Monday to Saturday, 09:00–21:00; Sunday, 11:00–20:00 ^[13].
• Subway: line 1 (WTC Cortlandt); 2, 3, 4, 5, A, C, J and Z (Fulton St); R and W (Cortlandt St); E (World Trade Center); or the PATH train to WTC ^[13].
• Tax: it's in New York City, so clothing and footwear under US$ 110 per item are exempt ^[16][19].

3. Sales tax: New York and New Jersey

• There is no VAT. The tax is sales tax, added to the price tag at the register ^[14][20].
• New York State:
  • Breakdown: 4% state tax, plus the local tax, plus a 0.375% transportation surcharge (MCTD) in the metropolitan area ^[14].
  • Combined rates effective March 1, 2025 ^[15]:
    • Orange County (Woodbury): 8⅛%;
    • Suffolk County (Deer Park and Riverhead): 8¾%;
    • New York City: 8⅞%.
  • Suffolk went up from 8⅝% to 8¾% on March 1, 2025 ^[18].
• Clothing and footwear under US$ 110 per item or pair, in New York:
  • They don't pay the 4% state tax ^[17].
  • The local tax only goes away where the county or city has adopted the exemption ^[16][17]:
    • New York City: 0%;
    • Orange County: 4⅛%;
    • Suffolk County: 4¾%.
  • In Orange and Suffolk, these rates already include the 0.375% MCTD ^[16].
  • Items of US$ 110 or more pay the full rate ^[17].
  • Jewelry, watches, costumes and sports equipment are not exempt ^[17].
  • The limit applies per item, not to the total purchase ^[17].
• New Jersey:
  • Rate: 6.625% ^[20].
  • Clothing and footwear: exempt. Fur clothing, accessories and sports or protective equipment are not exempt ^[21].
  • Elizabeth is one of the Urban Enterprise Zones (UEZ) ^[23]. In these zones, certified stores may charge 3.3125%, half the rate, on purchases made in person at the store ^[21][22]. ⚠️ Unverified / check before you go: we haven't confirmed whether Jersey Gardens is inside the zone or which stores are certified; the mall's page doesn't mention it ^[36]. Check the rate on your receipt or ask the store.
• Tax refunds for tourists: on the official New York and New Jersey pages, we found no sales tax refund program for visitors ^[14][21]. ⚠️ Unverified / check before you go: the New York and New Jersey agencies don't say so in so many words. Assume that the tax you pay at the register won't be refunded.
• In New York, sales delivered outside the state are exempt ^[14]. This applies to purchases the store ships, not to what you carry in your suitcase.

4. New York-area outlet news and updates

• March 1, 2025: the sales tax in Suffolk County (Deer Park and Riverhead) went from 8⅝% to 8¾% ^[18].
• January 4, 2026: the LIRR fare table used in this guide took effect ^[10].
• July 1, 2026: NJ Transit raised its fares, and the new route 111 timetable has applied since then ^[5].

5. Taking it home (Brazil's Receita Federal allowance)

This section applies only to travelers who live in Brazil. If you live in another country, check your own country's customs rules before you travel. Duty-free allowance: arriving in Brazil by air or sea, each traveler has an allowance of US$ 1,000 in goods, granted once every 30 days. The allowance is individual and non-transferable: you can't combine it with family members' allowances. Duty-free purchases made when leaving Brazil or abroad may count toward this allowance ^[24]. Duty-free on arrival: there is an additional allowance of US$ 1,000 for purchases at the duty-free shop of the first airport of arrival in Brazil ^[24]. Over the allowance? Anything above it pays 50% import duty. Declare it through e-DBV and go through the "Bens a Declarar" (goods to declare) channel. Anyone who goes through "Nada a Declarar" (nothing to declare) with goods that should have been declared is fined 50% of the amount over the allowance ^[25]. Quantity limits: for goods over US$ 10, the limit is up to 20 units, with no more than 03 identical items; for goods under US$ 10, up to 20 units, with no more than 10 identical items ^[24]. For information only; it does not replace the Receita Federal's Guia do Viajante. Check the current rules before you travel.

6. Paying: IOF and exchange rates (cards issued in Brazil)

• This section applies only to travelers who use cards issued in Brazil. If you live in another country, check your own bank's fees and rules.
• IOF of 3.5% on purchases abroad with an international credit, debit or prepaid card. The rule is art. 15-B, item VII, of Decreto 6.306/2007, as worded by Decreto 12.499/2025 ^[26][27].
• Legal status: in the consolidated text, this item carries the notes "Vide Decreto Legislativo nº 176, de 2025" and "Vide ADC nº 96" ^[27]. The STF (Brazil's Supreme Court) reinstated Decreto 12.499 in a preliminary ruling on 16/07/2025 ^[28]. ⚠️ Unverified / check before you go: the rates may change by decree or by an STF decision. Check before your trip.
• Statement exchange rate: the conversion into reais must use the rate of the purchase date. The bank may only use the rate of the payment date if you expressly agree to it ^[29]. For each purchase, the statement must show the amount in foreign currency, the amount in U.S. dollars, the conversion rate and the amount in reais ^[30].

7. Official rewards programs

• TangerClub (Deer Park and Riverhead): the Blue tier is free, and Gold costs US$ 20 a year ^[31]. Gold members who spend more than US$ 500 in their membership year become Platinum ^[31]. We don't publish coupon amounts.
  • Sign-up: under the terms, all you need is a valid email address. You must be 16 or older (18 for the paid tier), and each person may have only one account ^[32]. The terms say nothing about people who live outside the U.S., so we can't say that residents of Brazil can join ^[32].
  • Linked card: card-linked benefits only accept Visa or American Express ^[32].
• Simon+ (Woodbury Common and Jersey Gardens): Simon's free loyalty program, which replaced the VIP Shopper Club ^[33]. We don't publish coupons or member discounts.
  • If you live outside the U.S.: according to Simon's help center, residents of certain countries can sign up as a Limited Access Member, with exclusive offers but no points and no cashback (checked on 30/10/2026). The article doesn't list which countries these are ^[34][35]. ⚠️ Unverified / check before you go: there is no confirmation that residents of Brazil can sign up. Try signing up before you travel.
